Specifications include, but are not limited to: 3.2.2.1 Deliverable 1: Project management: Plan and host initial and recurring meetings with the CHRS team at intervals mutually agreed upon. Review the Center for Harm Reduction Services and OD2A vision, goals, and strategies outlined in Section 3.1 as well as the MDH Evaluation and Performance Measurement Plan (EPMP) submitted to CDC in spring 2024 (Attachment H). Work with CHRS and OD2A staff to understand the questions the evaluation is looking to address. Gain context for the stakeholders and importance of the impact metrics with grant funding. Provide a point of contact for project management that will be responsive to questions from CHRS/OD2A within 2 business days. 3.2.2.2 Deliverable 2: Revise Evaluation Plan: Use the MDH EPMP (Attachment H) as a starting point to modify evaluation questions, metrics, and objectives to help fulfill evaluation and performance measurement requirements. Once available, the technical review conducted by CDC project officers will be shared with evaluators. Work with CHRS and OD2A to tailor the analysis to the data needs of grantees, and stakeholders. Reference the CHRS program descriptions and section 3.1.2 and the CHRS Data inventory sheet (Attachment I) for information on the data CHRS currently collects. There are two overarching goals to keep in mind in planning these evaluations: 1. Including the feedback and experience of people who use drugs receiving the services being evaluated, 2. Accessing program impact on drug overdose outcomes and health disparities.
