Specifications include, but are not limited to: Market Analysis: An analysis of the supply and demand for various types of land uses and product types based on existing and future market information and demographics. Existing Conditions: An evaluation of existing conditions and how they will impact the preferred development/redevelopment scenarios. Public engagement: The engagement component of the study is of the highest importance. The consultant firm/team, along with City staff, is expected to engage the stakeholders, including citizens, property owners, developers, tenants, investors, brokers, etc. in establishing the vision for the NGTC. This may include one-on-one interviews, workshops, charrettes, community meetings, etc. Additionally, it may also include providing materials suitable for posting on public websites and social media. Existing Code Review: Exam existing zoning and development regulations to determine barriers or changes needed to existing regulations in order to allow for market supported land uses that align with the vision for the corridor and recommend new land use policies and/or strategies where needed. Public Improvement: Providing recommendations for enhancing the physical appearance and overall impression of the study area through urban design improvements, including but not limited to: determining appropriate street cross-sections should be implemented for Gus Thomasson Road; and identifying potential gateway locations. Access/Circulation: Provide assessment and recommendations on an access and circulation plan for the study area to include: roadway improvements, upgraded pedestrian, bicycle needs. Implementation: Developing a strategic implementation strategy, including a prioritized list of public improvements, potential catalyst projects, recommended regulatory measures, financing mechanisms, and identifying leadership entities (internal and/or external) for implementing the vision study plan. Criteria should also be included for measuring the success of the implementation strategy over the plan horizon, including financial analysis for any specific projects or improvements recommended.
