Specifications include, but are not limited to: To improve drainage in the largely flat coastal area, the HDOT will excavate the roadway in the north-to-south direction and install an additional 24-inch diameter stormwater drainpipe next to the existing 24” drainpipe. The drainpipe is located approximately 2 feet below the ground surface. New guardrails will be added along the ROW and the northern “downstream” area in the Kahuku Sugar Mill parcel will be graded and grassed. An existing 8-inch waterline will be relocated to construct the new drainpipe. The pavement will be restored and replaced. The inlet and outlet area will be improved and expanded. This area is not a perennial stream location or a designated wetland.
