Specifications include, but are not limited to: A. Phase 1: Fire Services Study Plan and SOW Finalization: I. At its sole expense, the Contractor shall meet on-Site and/or virtually as directed by the Client Agency. II. The Contractor shall Perform data collection and analysis per the SOW and upon request, provide the Client Agency with access to all raw data related to its Performance and analysis. III. At its discretion, and if available, the Client Agency shall provide the Contractor with on-Site access and/or digital copies of all data in its possession that may assist the Contractor’s Performance. IV. The Contractor shall create a complete digital list, including all citations of data reviewed and/or referenced and/or collected during its Performance. V. In collaboration with the Contractor, the Client Agency shall finalize the SOW inclusive of all requirements that include but are not limited to: a. A description of the project objective(s), timeline, identification of Client Agency approved data authorized for Contractor use, implementation schedule and cost. B. Phase 2: Statewide Fire Services Overview Assessment and Data Verification: I. Overview of Current Status of Fire Services in Connecticut: The Contractor shall Perform an initial assessment report on the current state of fire services in the State and Perform the necessary discovery and fact finding to ascertain and document: a. How public fire protection is delivered in each Connecticut municipality, fire district, State agency(ies), federal fire department(s) and in tribal nations located within the State. b. All legislative, regulatory, organizational and governance structures that empower the delivery of public fire protection in Connecticut. c. All federal, State, municipal and private sector mutual aid partners in Connecticut. d. The Contractor shall: i. Collect State data, and review State policies and other data as deemed necessary by the Contractor in consultation with the Client Agency to develop an understanding of the State’s current fire services environment and approach.
