Specifications include, but are not limited to: This PWD departmental request for a sole source / sole product contract with Xylem/YSI is needed to continue water quality monitoring of Philadelphia’s watersheds using our existing Xylem/YSI brand equipment. The contract will allow for the purchase of new instruments and sensors, supplies and parts, and for factory repairs of this equipment. Xylem/YSI sondes and handheld meters are a leading brand of in stream water quality monitoring instruments that measure dissolved oxygen, temperature, pH, turbidity, depth, and conductivity. They are a critical component of PWD’s storm water monitoring program on the streams and rivers located throughout the City of Philadelphia and its surrounding areas. Federal (EPA) and state (PADEP) mandated water quality permits require PWD to conduct these water quality assessments for compliance monitoring. These permits include the stormwater and combined sewer overflow long-term control regulation and other required obligations under the Clean Water Act (CWA) and Pennsylvania Clean Streams. These mandated obligations are water quality-based, with the emphasis on continued monitoring of each of Philadelphia’s watersheds, and to define, prioritize and address the most important causes of non-attainment in our watersheds and to move toward attainment of water quality standards.
