Specifications include, but are not limited to: 2.1 New vendor/s shall complete a comprehensive basic training course upon award of this contract. The mandatory training course is six and half (6 ½) days in length which may be given in two (2) separate sessions at different times and locations. Returning vendors may also attend as a refresher course upon the approval from the Lead Parent Advisor. 2.1.1. Training dates for 2024-2025 are scheduled for July 18 th – 21st (Session I) and September 20 th -22nd (Session II) at this time. Trainings will be held in the mid-Missouri region or virtually. 2.1.2. The new vendor shall start serving families as a Parent Advisor or a Deaf Mentor upon successful completion of Session I comprehensive basic training. 2.1.3. Lodging during training will be direct billed to Missouri School for the Deaf. The vendor shall be reimbursed for travel expenses (mileage, meals) according to Missouri State Travel Regulations http://oa.mo.gov/accounting/state-employees/travel-portal-information/mileage. In addition, vendor will receive a daily stipend to attend trainings - $100.00 for full day (6 hours or more) and $50.00 for ½ day (from 3 hours up to 5 hours). 2.2. The vendor shall provide early intervention services to families virtually, home-based, or other natural environment settings, as they are assigned by the Lead Parent Advisor. A vendor may not typically serve more than eight (8) families at one time. The Lead Parent Advisor shall assign available families to designated Parent Advisor and Deaf Mentors once the vendor has been awarded the bid. 2.2.1. The vendor shall make regularly scheduled visits (in person or virtually) as mutually agreed upon with the family and approved by the Lead Parent Advisor. 2.2.2. Each visit shall be a minimum of one (1) hour per week, per family. With prior approval from the Lead Parent Advisor, up to 2 hours visit is possible in special circumstances. Additional time for families with multiple children, bilingual families who require interpreters, regional Language Engagement activities are also approvable circumstances. 2.2.3. At the first initial family visit, the vendor shall obtain and submit to the Lead Parent Advisor: the Parent Participation Form, Public Image Permission Form, and when needed, the Consent to Release Information signed by the parents/primary caregivers, and a copy of MapQuest or Google Mileage to the family’s location. 2.2.4. Monthly, the vendor shall complete and submit their monthly billed service for each visit which includes an Invoice and the Visit Report. Forms can be electronically scanned and submitted. These documents must be submitted to the Lead Parent Advisor and postmarked/emailed no later than the 10th of the following month in which services were provided. When scanning forms to submit electronically, vendors must use the PDF, EPS, or AI formats (Vector-proportional formulas). Pictures of forms such as JPEG, GIF, PNG (Rastel-pixels formats) are not accepted.
