It is the intent of Albany-Dougherty Aviation Commission and the Board of City Commissioners of Albany, Georgia to submit requests for federal funding grants for all eligible work associated with the design, development, and construction of projects; therefore, the SOQ must be responsive to the eligibility criteria for Airport Aid Programs. Funding for the projects may come from a number of sources, including local funds, Special Purpose Local Option Sales Tax proceeds, Passenger Facility Charges (PFCs), and Grants-InAid under the Airport Improvement Program (AIP). All engineering, design, construction project management, and construction inspection services on these projects shall be accomplished by the successful respondent in accordance with the applicable federal, state, and local requirements. In connection with the performance of work under the contract, the successful respondent agrees to comply with the Fair Labor Standards Act, Equal Opportunity Employment Act, and all other applicable federal, state, and local laws, Improvements to the Airport during the period of the agreement may include, but are not limited to (depending on funding): • Wildlife Hazard Management Plan (if recommended after the Assessment is completed). • Design and construction South Apron Development – T-Hangar Taxi lane System Improvements • Design and construction Runway 5-23 widening and pavement shoulder project. • Design and Construction North Aircraft Apron overlay. • Design and Construction of install perimeter road and security fence. • Accomplishment (or show Good Faith Effort) of Disadvantaged Business Enterprise goals (both construction and ACDBE) as prescribed under law. Reporting of project-specific DBE attainment through the FAA’s DOORS program. • Filing of pre-applications and applications to the FAA on behalf of the Aviation Commission, including all exhibits and detailed construction estimates. • Filing of PFC applications through approval process. • Formulation of Capital Improvement Program (CIP) submissions to the FAA and GDOT. • Any other work the Aviation Commission may deem necessary for airport improvements.
