Specifications include, but are not limited to: Imagery: • Provide high definition 6” GSD/Resolution 5 way, OCB (N5) Per Sector – Color Georeferenced ortho and oblique imagery at a Neighborhood level of approximately 4,528 square miles. Ortho and Oblique must be captured simultaneously, and with a start year of 2025. Oblique imagery must be captured and displayed in 4 cardinal directions (N, S, E, W). • Provide high definition 1” GSD/Resolution 5 way, OCB (N5) Per Sector – Color Georeferenced ortho and obliques imagery of approximately 165 square miles. Ortho and Oblique must be captured simultaneously, and with a start year of 2025. Oblique imagery must be captured and displayed in 4 cardinal directions (N, S, E, W). • Equipment must produce imagery of high definition regardless of scale. • Each pixel of an image must be geo-referenced. • The digital imagery must be delivered with software tools that allow for cataloging, extracting, viewing, measuring and analyzing said imagery. • Imagery must be compatible with GIS software (Currently using ArcGIS desktop version 10.8.2, and will move to ArcPro 3.0 soon) • Historical Images, Ortho and Oblique, shall be integrated with Triadic Enterprises, Sidwell and viewable software provided by vendor. • The imagery must be geo-referenced in such a way that allows for the overlay of GIS data. • Orthophotography Imagery must provide a true top-down view that is rectified to align to a map grid and must be easily integrated into a GIS database and use. • Provide an unlimited number of authorized users the ability to login and access the software and analytics via the Web-based Cloud platform, as well as tools for engaging with imagery as well as additional project and collaboration tools, and access to mobile application. • Must include eligibility for the Disaster Response Program. • Change Detection; Existing building outlines from a specified older imagery source that can be updated and classified relative to the most-nadir single-frame orthogonal image in a specified new imagery source. Delivery will include updated digital building outlines from the newer imagery source and their classification attributes in shapefile and geodatabase formats.
