Specifications include, but are not limited to: A. The firm is registered with the SEC and the Municipal Securities Rulemaking Board (MSRB) as a municipal advisor. Please provide documentation such as the SEC file number, MSRB ID number and copies of the certificates. B. Demonstrate that the firm/person is ranked in the Top 50 of Financial Advisors of Long-Term Issues based on the most recently available “The Bond Buyer’s Municipal Marketplace” (known as The Red Book). C. The standard scope of municipal advisory services that your firm provides to its clients. D. The types of public debt financing vehicles your firm is staffed and qualified to handle (e.g., general obligation bonds, single family mortgage and multi-family revenue bonds, transportation revenue bonds (distinguish between airports, harbors, and highways), health system revenue bonds, higher education revenue bonds, private activity revenue bonds, certificates of participation, municipal leases, and P3 projects). Your firm will not be considered for financings that you do not certify you are qualified to handle. E. Descriptions of all other products and/or services that your firm is capable of providing the State ( e.g., value for money analysis and other P3 advisory services, debt affordability study, reserve policy study, consulting, and training). F. That your firm is willing and authorized to accept all terms and conditions of the State of Hawaii Contract for Professional Services, a sample form of which is attached, including the indemnity provision in the Special Conditions sections.
