Specifications include, but are not limited to: The SCDE needs an engineering firm to divide the current “Guide” into two documents and provide recommendations, where needed, with any associated research for possible consideration by the SC Public School Facilities Committee. Specifically, the vendor will: 1. Develop a “Construction Guide” to include the latest standards and specifications along with regulatory and statutory requirements for school construction and renovations. This document will include items and information that normally would not change or be revised until building codes are updated every three years. Once developed, any revisions to this Construction Guide will occur through the annual meeting of the SC Public School Facilities Committee (59-23-210). 2. Develop an “OSF Manual” to include processes, policies, procedures, forms, timelines, and other internal requirements not based on existing building codes, regulatory or statutory requirements. This document will be a “living document” that can be modified or updated as often as deemed necessary by the State Superintendent of Education as the Building Official for public school facilities. This document will grant flexibility to the State Superintendent to timely modify processes and introduce efficiencies into OSF internal procedures. 3. Make recommendations to include applicable research, where feasible, related to existing specifications, regulatory or statutory requirements that could be considered at a future meeting of the SC Public School Facilities Committee.
