Specifications include, but are not limited to: 1. The Contractor shall provide supervision and labor to manage the Town’s Facility for transferring solid waste, bulky waste, white metals, electronics, paper, cardboard, bottles, cans and other recyclables, leaves, brush, chips, organics, and other acceptable waste. The Facility shall be operated for the disposal of solid waste generated only within the Town. Contractor shall provide all services as are reasonable and necessary to accomplish the foregoing to include, without limitation, the following: a. The Contractor shall be responsible for the hiring, supervision, and compensation of a sufficient number of employees to be stationed at the facility to accomplish the required services. The number of employees shall be determined mutually through an agreement between the Contractor and the Town. Contractor shall, at the request of the First Selectman, promptly remove any employees whose service is not acceptable to the Town. b. The Contractor shall be responsible for the management of the Facility, including, but not limited to, checking the credentials or eligibility of users, monitoring the material accepted to assure that it is being disposed of in the appropriate place (s), maintaining records of loads for which bills are to be issued, collecting and accounting for fees collected if billing has not been previously arranged, keeping the area of the Facility in a clean and organized condition, i.e., pick up litter, remove snow around containers and such other action required to meet the operation standards of the Town and/or Department of Energy and Environmental Protection (DEEP). c. The Contractor shall be responsible for replacement of full closed compaction containers with empty containers within (2) two hours of being filled to maintain compacted disposal of MSW and single stream recyclables.
