Specifications include, but are not limited to: This Request for Proposals (RFP) document is a request for sealed competitive proposals under Portland City Code Chapter 5.68. The City of Portland, Office of Equity and Human Rights (“Office of Equity”), is seeking proposals from individuals, firms, teams or consultants, hereafter called “Proposer(s),” with demonstrated experience training designated equity and compliance staff on the full scope of civil rights complaint management, ranging from tracking to complaint resolution of the Americans with Disabilities Act Title II (“ADA Title II”) and the Civil Rights Act of 1964 Title VI (“Civil Rights Title VI”) discrimination allegations. The successful Proposer will engage with the City for training on ADA Title II and Civil Rights Title VI discrimination complaint investigation and complaint management. The successful Proposer will design curriculum specific to City of Portland policy and procedure for discrimination complaint management; create materials for participants and facilitators, including but not limited to PowerPoint decks, handouts, guides, and hypothetical scenario exercises; provide live (hybrid/remote) and recorded training modules to help educate and build staff capacity for complaint management and investigation, and contribute to city civil rights compliance. 5.1. REQUIRED SERVICES 5.1.1 A fully designed curriculum and materials for ADA Title II and Civil Rights Title VI complaint discrimination investigation and complaint management training. 5.1.2 Video training, divided into modules that allow for short, on‐demand, interactive online learning and at least one but no more than two live training sessions. 5.1.3 Curriculum, materials, and training should be based on current City of Portland policy and procedure for complaint management and investigation. 5.1.4 Curriculum, materials, and training should be designed with multiple learning styles in mind and should include exercises and breakout group work. 5.1.5 Curriculum, materials, and training should be considerate of people of all abilities and be created as inclusive as possible.
