The State is issuing this solicitation for the purposes of providing immigration legal services to patients within the MDH Healthcare System adult psychiatric facilities with services to continue after patient discharge. The MDH Healthcare System provides court-ordered care to individuals who have criminal justice system involvement and serious mental illness – while legal status can change throughout admission to a MDH adult psychiatric facility, a common barrier to discharge for some patients is their immigration status. Often, community discharge providers will not accept patients for services if they lack immigration documentation or have an unknown immigration status. The purpose of this RFA is to provide immigration legal services to these patients to facilitate their discharge to community behavioral health providers. We are therefore welcoming non-profit legal service providers experienced in immigration matters to submit proposals to the MDH Healthcare System outlining in detail their ability to serve as Immigration Counsel, on an as needed basis, to certain identified patients. The MDH Healthcare System anticipates a need of legal services for approximately 40-50 patients per year – with varying natures of complexity and need of service.
