Specifications include, but are not limited to: St. Louis County maintains a program of Self-Insurance to cover physical damage claims arising out of its Fleet Operations. As part of that program, St. Louis County is soliciting bids for "Vehicle and Equipment Damage Appraisal Services," hereafter called "Damage Appraisal Services," as related to physical damage incurred to St. Louis County owned vehicles and equipment. 1. The Damage Appraisal Service will be required to provide a separate bid quotation for: 1.1 Light and Medium size vehicles including but not limited to passenger vehicles, SUVs, pickup trucks, and vans. 1.2 Heavy Duty vehicles over 26,000 lb. gross weight and higher such as dump trucks. 1.3 Special Roadway and Maintenance Equipment including but not limited to aerial bucket trucks, street sweeper, backhoes, loaders, farm type tractor, utility trailers. 2. The selected Damage Appraisal Service must have resources available for handling large numbers of losses resulting from a catastrophic event. A minimum of two (2) adjusters must be available to St. Louis County Government within 24 hours of the event. 3. The selected Damage Appraisal Service must have the ability to produce and send appraisal reports, photos, video, etc., electronically. This may include via email or uploading documentation to an online claims application. 4. The selected Damage Appraisal Service will be required to work with the listed contract repair facilities, currently being utilized. Any exception to these shops must be pre-approved by the County. These vendors will be prohibited from participating in this bid process. Also, St. Louis County reserves the right to add or delete repair facilities at its discretion. 5. Inspection of damaged light and medium class vehicles and a written damage appraisal report must be provided to the County and its Third-Party Administrator (TPA), currently Thomas McGee Group, within three (3) business days of assignment. The TPA is responsible for maintaining the insurance claim file and paying invoices related to claims. 6. For vehicles declared to be a "total loss" the Vehicle Total Loss Valuation Report and three (3) written bids must be provided to County and TPA within seven (7) business days of assignment. 7. Inspection of heavy class vehicles and/or special equipment must be conducted within two (2) business days of the assignment. A completed damage appraisal report must be provided to County and TPA within ten (10) business days.
