Specifications include, but are not limited to: Task: Performing Quality Control Audit Reviews: • First-level audit review of placed in service new construction/rehabilitation projects, existing tax credit projects CUAC submissions, which will include: 1. Documentation of Completeness review 2. Validation of the Alternative Calculation Methods (ACM)/CUAC model, including verification that modeling inputs and assumptions are accurate and correct 3. Initial Report by contractor • Second-level audit review of all CUAC submissions, which shall include: 1. Documentation of Completeness review 2. Validation of the ACM/CUAC model 3. Initial Report by contractor • CUAC submissions that contain one or more problems found in the initial audit or by CTCAC staff: 1. Additional Data request from project sponsor 2. Re-check ACM/CUAC model based on additional documentation received from project sponsor 3. Validation of ACM Model 4. Final Project Report by contractor • Third-level audit review of CUAC submissions for placed in service tax credit projects or existing tax credit projects CUAC submission that does not meet the protocol for an initial or second-level audit review will be subject to a third level review. Third-level reviews will be conducted for projects with multiple building designs and multiple unit configurations for a select few projects once annually. This type of review requires the energy analyst to review the building ACM models for multiple buildings that were used in the CUAC analysis, review CUAC submission for completeness and accuracy, raise specific modeling issues that need clarification or follow-up documentation from the energy analyst and will require extensive follow-up.
