Specifications include, but are not limited to: EOHLC is issuing this RFQ to purchase the following minimum anticipated required services, which EOHLC may modify or expand, as outlined in this RFQ. 1. Conduct weekly status update meetings with relevant EOHLC staff; document tasks and progress using a task management tool such as Jira. Provide regular invoicing and progress reports as specified by EOHLC. 2. Interview current Intelligrants users (EOHLC HDD staff and housing developers) to learn about the current user experience and pain points, data quality, opportunities for automation, and potential improvements that should be adopted in a new GMS. A variety of viewpoints should be solicited, with emphasis on geographic and organizational diversity of housing developers, who are the principal external users of the system. At least ten individual or group interviews with EOHLC staff and housing developer applicants should be anticipated. 3. Conduct four focus groups with key stakeholders such as EOHLC leadership, non-HDD staff, other state agencies, advocates, and researchers. The focus groups should identify compelling use cases for housing development data, identify key data quality challenges, and produce a list of desired data points and reports that could be provided by an upgraded GMS. EOHLC will identify and invite focus group participants; the vendor will be responsible for logistics and facilitation.
