The facilitator should be impartial/unbiased and have a record of facilitating successful planning processes for public agencies. They should further have experience authoring written entitywide strategic plans which have resulted in one or more public projects such as the successful construction of a public facility or facilities and a successful analysis of the impact such project or projects would have on the delivery of public services, including any changes in the number of personnel required to deliver those public services. • Facilitate a strategic planning process, which will include the elected Board of County Commissioners, elected and appointed County Department Heads (or designee), the Budget and Finance Officer, the Public Information Officer, and the Human Resources Director. This equates to a group of 20 people. • Advise on the overall process for effective strategic planning and implementation. The current intention is a full one-day retreat, and a formalized written plan. If the most effective practice involves other logistics, guidance is desired. • County plans will need to be transparent and include perspectives from all stakeholders. • Author a written entity-wide strategic plan for the construction of a public facility or facilities, incorporating analysis of the impact such construction may have on the delivery of public services, including any changes in the number of personnel required to deliver those public services. • Riley County will review the plan on an annual basis. The facilitator will be expected to participate in the first annual review after the plan is adopted.
