Specifications include, but are not limited to: DEM is seeking a vendor to conduct the aerial photography fly-over prior to Spring 2025 leaf-out with no ice/snow on the ground. DEM estimates the ideal timeframe for these conditions to be between late March to early May. The flight must also be conducted on a day with conditions that are conducive to creating optimal stereoscopic contact prints (i.e. clear day with no cloud cover). The fly-over will be used to create physical stereoscopic contact prints and indices. The specifications for the stereoscopic contact prints are: • Sufficient flight lines to cover the entire State of Rhode Island • Created using film-produced or digitally produced technology • Panchromatic (Black and white) 9-inch by 9-inch prints • Effective scale: 1:12,000 (1 inch = 1,000 feet) • 60% forward lap and 30% side lap • One index photo sheet and one digital index view (that indicate the flight lines and numbers of each photo). • Flown with a sun angle that minimizes shadows • Each stereoscopic contact print must be numbered with the flight line and photo number, the date the photograph was taken, and the scale.
