Specifications include, but are not limited to: The City of Carrollton (“City”) is seeking responses to this Request for Qualifications (“RFQ”) from qualified firms interested in providing consulting services to obtain the designation of “Qualified Hotel Project” (QHP) status through state legislation. Specifically, the City is soliciting qualifications from qualified consultants/firms/individuals (“Consultant”) to assist the City in obtaining this status in the 89th Legislative Session, with preparation beginning at least six (6) months in advance of the first day of the Session. SCOPE/TASKS The Consultant’s Qualifications should contemplate the following tasks: • Perform ongoing monitoring and updates of legislative activity relating to any QHP legislation; • Leading up to and during 89th Legislative Session, monitor and assess the viability of bills that: o Would include Texas cities eligible for inclusion in the QHP legislation; o Would affect the City’s ability to be added or denied inclusion in the QHP legislation; • Meet with City Council periodically to discuss activity relating to the QHP legislation; • Assist in the scheduling of appointments with legislators, legislative staff, state agencies and the Governor’s Office and Lt. Governor’s Office to communicate the City’s interest in being added to the QHP legislation; • Advise the City in developing testimony or comment letters on proposed QHP legislation; • Provide analysis of proposed legislative actions, determine potential impact, and develop appropriate responses; • Monitor committee and floor action for items that may affect the City’s ability to be added or denied inclusion in the QHP legislation; • Advise the City of upcoming meetings, hearings, briefings and other formal or informal sessions in a timely manner to allow the City an opportunity to participate in advocacy efforts for inclusion in the QHP legislation; • Assist the City in the passage of any legislation that includes Carrollton as a designated eligible city for QHP status;
