Please note: This is a Sole Source Notification. The Minnesota Department of Human Services (DHS) intends to renew an agreement with the American Public Human Services Association (APHSA), for up to 12 months. The agreement will provide data analysis and sharing software enabling DHS to continue participating in the National Electronic Interstate Compact Enterprise (NEICE). NEICE is a national electronic processing system for the placement of children into foster care, guardianship, or adoption. NEICE is the only authorized program software for member states to share information among Interstate Compact for the Placement of Children (ICPC). The Family First Act of 2018 requires all states to join the national electronic interstate system for processing ICPC cases by 2027. DHS has determined that this is a single source purchase because NEICE has been developed by APHSA and the National Children’s Bureau, and is the only software to meet the national electronic interstate system requirements. This software is solely distributed and supported by APHSA and is not available from other third parties.
