Specifications include, but are not limited to: The Topeka Police Department is requesting proposals to provide the department with three (3) Unmanned Aerial Vehicles (UAVs) with the option of purchasing an additional two (2) within twelve months of initial delivery to allow for a period of testing and evaluation on the further needs of the Department. The awarded vendor will be expected to enter into a contract with the City of Topeka that provides the City with the option to purchase additional UAV’s at the bid price for a one year period from the effective date of the contract. The UAVs will be of a nature that will allow a patrol-based deployment from a ruggedized Pelican style case in the trunk of the patrol vehicle. The purpose of the UAVs is to assist in the safety and efficiency of our officers. All vendors who are to submit proposals must propose UAV’s that are National Defense Authorization Act (NDAA) compliant. Requiring NDAA compliance promotes future supply chain security while ensuring federal safety and security requirements are met thereby reducing the risk of unauthorized access, data breaches, and cyberattacks. The purpose of this Request for Proposal is to solicit competitive sealed proposals from qualified vendors of UAVs to be purchased by the City of Topeka Police Department (TPD). Proposers will submit offers of products that meet or exceed the minimum requirements as outlined in the specifications. C. Ability to adjust obstacle avoidance margin while in flight 4. Ability to fly in the dark while maintaining superior obstacle collision avoidance 5. Ability to fly in all weather conditions, including rain 6. 5G capabilities with the ability to transmit video in real-time 7. Remote pilot capabilities from any location 8. NDAA compliant 9.
