Specifications include, but are not limited to: A. SURFACE WATER ANALYSES - The Contractor and any subcontractor(s) shall possess and maintain SWRCBELAP accreditation, if available, in the analyses performed in support of the Salton Sea SCH Monitoring project. The Contractor shall ensure analyses and determinations shall be performed by qualified personnel in accordance with that accreditation. The Contractor shall conduct analyses for water and sediment analytes listed in Exhibit A, Attachment I, Analyte List Workbook using established analytical methods for analytes identified in the Workbook or an approved QAPP. In the absence of an approved QAPP for the project, the Contractor shall use their best judgment in selecting the best standard analytical methods for which they are accredited. The Contractor shall select standard analytical methods from the most current editions of the following references: I. USEPA, II. Standard Methods for the Examination of Water and Wastewater, III. Annual Book of American Society of Testing and Materials (ASTM) Standards, IV. Official Methods of Analysis of Association of Analytical Communities (AOAC) International or In the absence of standard analytical methods for the analyses of this project, the Contractor shall utilize modified or laboratory developed methods that can reach the requested RLs. The Contractor shall ensure that any modifications of a method or laboratory developed method comply with method validation requirements in US EPA’s protocols for Alternate Test Procedure (ATP). The Contractor shall comply with the quality control requirements set forth in the most current approved QAPP. B. LABORATORY SERVICES - The Contractor shall provide services for the analysis of metals, pesticides and organic constituents in water and sediment samples collected from the Salton Sea SCH. The Contractor shall ensure that laboratory services are accessible to the Regional Water Board for specific analytical needs and considerations, including: (1) analyses that require short sample holding times, (2) sample drop-off points for sampling containers that are too large or costly to ship, (3) special sample handling requirements that cannot be met by a shipping service, and (4) allowing for direct shipment of samples from field crews to subcontracting laboratories. The Contractor shall ensure that services will be provided for sample pickup at the Regional Water Board office or drop off locations within approximately thirty (30) miles or less of the office location, which will ensure all samples are transported and analyzed within the required holding time.
