Specifications include, but are not limited to: The Department of Workforce Services (hereinafter referred to as “State”) is seeking a qualified Vendor to provide payment delivery for Utah’s Unemployment Insurance benefits (hereinafter referred to as “UI”) through an Electronic Access Card. Electronic transmission of files will follow National Automated Clearing House Association (NACHA) standards for funding and payment information and therefore the Offeror must be affiliated with VISA or MasterCard and have EFT capability using NACHA standards. Enrollment and Payment Process Specifications The Federal Government requires timely payments be made to recipients. To accomplish this, the Offeror must meet the following timelines: On a daily basis: The Offeror shall receive from the State an enrollment/demographic update file containing information necessary to set up new accounts, update existing account demographics, and issue cards. Every business day: A payment file containing deposits with assigned account numbers and other required identifying information will be sent to the Offeror. Payment files should be processed, and funds made available to Cardholders on the same day on which the file was received by the Offeror. Updating Cardholder Information Only the State is permitted to update Cardholder demographic information. At a minimum, daily, the Offeror shall receive and process from the State a demographic file containing updates, including address changes.
