Specifications include, but are not limited to: 1. The awarded Consultant will: a. Content Development. i. General overview of Bluffdale City goals for affordable housing and the role ADUs can play in achieving the goals. ii. Affordable Housing terminology. iii. Brief statement about who benefits from ADUs—from the owners’ perspective and the resident’s perspective. iv. Define what is an internal or detached ADU: Basement conversion, Converted Garage, stand-alone detached ADU, or Attached ADU (attached to the primary home or a detached garage). v. Develop a checklist to determine the property eligibility for an ADU. vi. Provide maps where ADUs are permitted. vii. Provide a description of costs associated with building ADUs: including but not limited to hard costs, soft costs, building permits and fees. viii. Recommend financing options for ADUs. Financial implication/how to be a landlord. Discuss insurance considerations. ix. Identify Permits and Applications: zoning and development standards, building and fire codes, parking, setbacks, height requirements, etc. x. Incorporate Bluffdale City’s current ADU FAQs into the document as appropriate. xi. Provide a visual infographic with step-by-step “to-do" process for interested Bluffdale community members wanting to develop an accessory dwelling unit. b. Graphic Design and Production (printed and/or electronic) of the tool kit. 2. Design and execute a public education campaign to include earned and social media channels (Salt Lake County Office of Regional Development and Bluffdale City). 3. Project Management: Salt Lake County will take the lead. Bluffdale City will serve as the subject matter expert.
