Specifications include, but are not limited to: • Transition Advisory Committee (TAC) Planning and Facilitation Support: The TAC is charged with seeking and helping the state make meaning of stakeholder input in preparation for the transition, with a particular emphasis on understanding families’ goals and needs from a comprehensive ECE system for Illinois children. Afton will provide planning and management of monthly TAC meetings to support successful TAC meetings and ultimately deliver to its charge. o Activities include but are not limited to: supporting TAC planning and coordination; meeting approach development, materials development, meeting prep, logistical planning and facilitation, meeting notes synthesis, outtakes and recommendations, interim report development and/or briefings, and other supports as needed. • Stakeholder Input Management: Develop processes and protocols for ensuring all stakeholder input is documented, organized, and available for TAC and internal discussion. o Activities include but are not limited to: designing and developing stakeholder input survey(s); survey synthesis and codifying; stakeholder input intake from other engagement forums (ELC, etc.) and synthesis and codifying; question response management and FAQ development and maintenance; data analysis of input (demographics, etc.); coordination with other consultants to gather and analyze input; other as needed. • Listening Session Support: Provide planning and management support for Transition Bi-Monthly Listening Sessions to communicate with and gather input from a wide variety of stakeholders. The Listening sessions are designed to Share updates on the transition process; provide an opportunity for participants to share their questions and priorities; and Engage in conversation on specific transition questions. o Activities include but are not limited to: developing and implementing outreach to increase awareness, survey completion, and listening session attendance (leaning into previous work with outreach for Smart Start Child Care and ECBG Stakeholder Engagement); meeting materials development, meeting prep, meeting attendance and facilitation support; meeting notes, synthesis, and outtakes; other as needed. • Stakeholder Input Management: Develop processes and protocols for ensuring all stakeholder input is documented, organized, and available for TAC and internal discussion. o Activities include but are not limited to: designing and developing stakeholder input survey(s); survey synthesis and codifying; stakeholder input intake from other engagement forums (ELC, etc.) and synthesis and codifying; question response management and FAQ development and maintenance; data analysis of input (demographics, etc.); coordination with other consultants to gather and analyze input; other as needed. • The Funding Formula work includes heavy planning and development (leaning into previous work and developing approach options), data & analytics (building from what Afton has done in GEAM and with individual agencies to date), communications and engagement work (I would expect we’d be running an advisory group on this comprised of internal and external folks), research, and lots of policy work.
