Specifications include, but are not limited to: a) Provide the Executive Director with resources, tracking systems, quality control & compliance tracking systems to sustain HACC under Troubled Status. b) Technical assistance with HACC’s performance management indicators for Troubled Status. c) Technical assistance with a Plan of Action based on identified deficiencies at the HACC. d) Provide sample report on key performance indicators including financial condition, procurement, capital improvements, occupancy, rent collection, lease enforcement, waitlist management and HCV utilization. e) Technical assistance on drafting Designated Housing Plan for our senior developments. f) Technical assistance on the Admissions and Continued Occupancy Policy, provide samples, ensure all matters are handled in accordance with applicable regulatory requirements and the Admissions and Continued Occupancy Policy. g) Technical assistance on drafting HACC’s PHA Annual Plan and 5-year Plan for a Troubled Status. h) Technical assistance on the Section 8 Administrative Plan. i) Provide recommendations on maximizing building occupancy rates and minimize turnaround time of vacant units. j) Provide recommendations on pursuing available funding opportunities for the construction, rehabilitation, or redevelopment of affordable housing units.
