Specifications include, but are not limited to: 1. Commence the tasks delineated herein within seventy-two hours of notification by the Office of the Harbor Master during normal operations. In the case of an emergency the contractor will respond with-in four hours as deemed necessary by the State. 2. Provide for an inspection of the vessel by a marine surveyor to determine any preparation or repairs necessary prior to movement and storage of the vessel. Provide a written report of such findings, including photographs, to the Office of the Harbor Master. 3. Conduct an inventory of any loose equipment on the vessel and provide safe storage for same as directed by the Office of the Harbor Master. 4. Perform any temporary patching and pumping of the vessel that the marine surveyor deems necessary for movement and temporary storage of the vessel. 5. Secure the vessel at the designated berth, including providing necessary mooring equipment. 6. Provide custodial services, including pumping, to maintain the vessel until disposal is authorized. 7. Provide and post warning signs as necessary to advise that the vessel is under impoundment and that unauthorized personnel are not allowed aboard without specific authorization from the Office of the Harbor Master. 8. At the commencement of the contract period, accept custody of and continue maintenance of any vessels already impounded. Vessels are required to be inspected at least once a week unless circumstances require additional inspections. Any additional inspections must be agreed upon by the project manager or his/her authorized designee. 9. At the end of the contract period, transfer custody of any vessels already impounded to a recipient as designated by the Office of the Harbor Master. 10. Provide access to the vessel for bidders, inspectors and other interested parties as designated by the Office of the Harbor Master.
