Specifications include, but are not limited to: As the City of Georgetown continues to see rapid growth, the available wastewater treatment capacity within the existing system diminishes with every new permit issued. Occasionally, each facility reaches the TCEQ design trigger of 75% permitted capacity on a daily basis and some even occasionally exceed the TCEQ construction trigger of 90%. Therefore, bringing additional treatment online as soon as possible is critical for the city to manage and support continued growth. A firm’s proven ability to develop, drive, and expedite aggressive project scheduling will be a key factor in the selection process. The city is most familiar with the traditional design-bid-build process and has experience with the Construction Manager At Risk delivery concept. The city is open to considering, and firms are encouraged to share experience with alternative procurement methods, including (but not limited to) design-build, that have been proven to successfully expedite completion of critical projects. The city seeks a firm that is capable of providing planning level and preliminary engineering support for this facility. All of the city’s current wastewater treatment facilities are traditional activated sludge style plants and the proposed Northlands facility may utilize that method as well. However, the city is willing to consider evaluating potential alternative treatment methods that may allow for more expedited construction, provide higher quality effluent (including the removal of PFAS chemicals), present operational efficiencies and advantages, and/or be more cost effective. Knowledge of various treatment methods, as well as a deep understanding of the operation of each will be essential to determining the most qualified firm. A firm’s ability to advise, support, and make recommendations on updating and improving the City’s Industrial Pretreatment Program would be beneficial as well. Additionally, knowledge and experience supporting construction phase services will be a critical component to selecting the most qualified firm. Beyond traditionally basic construction phase services of shop drawing and pay application reviews, the city seeks a firm capable of providing fulltime (possibly part-time), onsite Resident Project Representative (RPR) support to compliment city operators, project managers, and inspectors during construction to ensure the selected contractor delivers a quality product.
