On December 1, 2013, a contract was entered into between the City of Portland and Trauma Intervention Program of Portland/Vancouver, Inc. (TIP), via RFP FIR045, to provide emergency emotional crisis support to victims, family members, and bystanders involved in traumatic events. Providing immediate, on-scene crisis services to emotionally traumatized persons is sensitive work and requires the use of an organization with the highest quality standards, proven track record, and ability to facilitate connection to needed local resources. TIP is a nationally recognized leader in providing volunteer emergency support services and provides trauma intervention services to Columbia River Gorge, Clackamas, Clark, Washington, and Multnomah County. TIP Volunteers are available 24 hours a day, 365 days a year. TIP has contracted with the City of Portland since 2008 and has been the only vendor to provide emergency emotional crisis intervention services to our community members and it would be detrimental to disrupt service the City has been offering to our community for over 16 years. Using a sole source contract can provide stability while we solicit services by ensuring continuity of service provision. It helps mitigate potential disruptions and provide a temporary solution until a competitive bidding process is completed. Please note: This is a Sole Source Notification.
