The City of Seattle, through its Department of Transportation, SDOT, requests Statements of Qualifications to lead the development of an extensive, multiagency transportation and mitigation feasibility study including BNSF, National Passenger Rail Corporation (Amtrak), Sound Transit, the Federal Railroad Administration (FRA), Washington State Department of Transportation (WSDOT), the Port of Seattle and Northwest Seaport Alliance, the South Downtown (SODO) Business Improvement Association (BIA), and the residential communities in the area while centering the objectives of the Railroad Crossing Elimination program with a particular emphasis on multimodal safety. SDOT’s proposed study aims to understand what infrastructure investments are required to maintain east-west transportation network continuity for all modal users, including all of our supply chain partners. S Holgate Street is an arterial roadway within the Duwamish Manufacturing/Industrial Center (MIC), the Northwest region’s largest freight hub. Approximately half of all the freight rail traffic in Washington state moves through this very dense and active freight center, moving goods from the international seaport to points north, south, and east of Seattle via truck, train, and plane. BNSF owns the mainline rail corridor, which intersects S Holgate St at the subject location, and provides both north/south freight rail movement through Seattle as well as track leases to Amtrak state-supported and long-distance intercity and Sound Transit commuter rail services.
