Specifications include, but are not limited to: 1. Conduct language proficiency assessments to determine the competency of interpreters including Cabinet for Health and Family Services (CHFS) staff and community partners. Provide certified personnel to perform the language proficiency assessments based on the standards and categories set by the American Council on the Teaching of Foreign Languages (ACTFL) Proficiency Guidelines. The vendor shall ensure that the personnel performing the assessments have the required certification to conduct the ACTFL Oral Proficiency Interview (OPI). 2. Schedule times and locations for the assessments between the vendor and the Language Access Section of the Cabinet for Health and Family Services (CHFS) as activities are scheduled. The vendor shall ensure that services are provided in Frankfort and various locations across the state, if needed. 3. Provide assistance and support with monitoring and evaluation of language needs for Cabinet of Health and Family Services (CHFS) throughout the term of this contract. Provide services, under the guidance of the Language Access Section of the CHFS, to the staff of the CHFS and potential Community Partners as identified by the CHFS. 4. Ensure that all participants meet the minimum standards set by the Cabinet for Health and Family Services (CHFS). 5. Ensure that language proficiency evaluation services are delivered in a consistent and high-quality manner. Continuing to add both internal and external resources available to meet language access needs in order to accommodate for the growing language needs in the State. 6. Ensure assessments include a written component and oral interview. The written component will include a listening portion and a grammar and reading portion. The oral interview will be used to test problem solving skills in both English and Spanish. Part I of the written portion will be the listening portion and will include 36 to 40 questions related to dialogues from different Spanish speaking countries. Part II will be the grammar and reading section and will have 75 to 80 fill in the blank and multiple choice questions. The oral interview should last 10 to 20 minutes per individual.
