Phase I: Pre-operational planning and organization during RNG Facility construction. Contractor’s duties include becoming familiar with the City RNG systems; providing selected Approved Pooling Shipper(s) for the RNG sales and setting up RNG tracking and revenue management systems with City of Raleigh Water and City of Raleigh Transit Services (GoRaleigh). Phase II: Transitional operations during the RNG Facility start-up and commissioning/initial RNG production. Contractor’s duties include making all necessary arrangements and coordinating with the Shipper for the initial Daily Nominations, final delivery pathways and for initiating and accounting of these new revenue streams. Phase III: Post start-up commercial operations of the RNG facility. Contractor’s duties include tracking injection of City RNG into pipeline, sales of City RNG to City Transit Services or other CNG/LNG dispensers within allowable pipeline Pooling Agreements; preparing /submitting all necessary federal and pipeline reporting, sale of the physical RNG and the associated environmental attributes, and disbursement of the funds back to the City of Raleigh.
