Specifications include, but are not limited to: The PPA IM shall perform the following Tasks: B.2.1.1 Perform market price benchmarking analyses for both energy and Renewable Energy Credits (RECs) which shall be included in its final report evaluating the procurement. B.2.1.2 Review and summarize proposals and prepare a written summary and table for Commission Staff including the following: • List of Offerors (Offeror information should include experience and financial capability) • Bid Prices • New or Existing project • Geographical location • Type of facility • Size of Facility (MW/MWh); B.2.1.3 Observe and advise the Pepco evaluation panel. B.2.1.3.1 Verify the process is just and reasonable and is not biased toward a specific Offeror of Offeror groups. B.2.1.3.2 Provide advice to the Pepco evaluation panel on the short list of Offerors, the negotiation strategy, the final evaluation, award, and final contract terms. This advice shall be provided after discussions with the Contract Administrator (“CA”). B.2.1.3.3 Advise the CA on any immediate concerns that arise during the solicitation and evaluation process and provide timely written updates to CA. B.3 Provide an interim reportto the CA upon establishment ofthe short-list of Offerors, and the rationale used for that selection. B.4 Review and advise Pepco on final contract terms with selected Offeror(s). Consult with the CA. B.4.1 Identify contract concerns and recommend improvements to Pepco in consultation with the CA. B.4.1.1 Provide a report to the CA summarizing final contract(s) with a table including the elements listed in B.2.1.2. B.4.2 Provide a final report to the CA on the overall evaluation process including the justification and reasonableness of selecting the awardee and its’ offer; certify thatthe solicitation process was fair and open to all qualifiedOfferors; summarize the final resulting contract(s)andappendthe benchmarking analysis. Recommend improvements that should be considered if a PPA solicitation is conducted in the future. B.4.3 Monitor the implementation of the contract(s). Provide a monthly written report summarizing contract(s) progress. The monthly reports will conclude after energy production for each PPA contract has begun.
