The purpose of this project is to research, develop and prepare a Solid Waste Management Plan (“the Plan”) to guide solid waste planning, decision making and services in the State of Rhode Island over the next 20 years. The Plan will need to not only build on, but also be an evolution of the State’s existing Solid Waste Management Plan, Solid Waste 2038. It will need to examine the limited life span of RIRRC’s Phase 6 Landfill, how waste is collected and processed, and how the State will continue to increase diversion rates. It will need to consider alternatives for how solid waste will be managed when the Phase 6 Landfill reaches capacity. This will include technical feasibility, cost, regulatory and logistical hurdles presented by each alternative. These alternatives will include: • Creating another area (Phase 7) for landfilling at the RIRRC Facility. • Transitioning to another method of solid waste management within the state. • Sending waste for disposal at out-of-state facilities. The planning process must consider broader policy issues like single-use plastics, alternative technologies, greenhouse gas emissions and circular economy programs like green procurement. Funding mechanisms and legislative tools and instruments will also need to be examined. The Plan will be a comprehensive planning document that guides policy and decision making related to the solid waste system and infrastructure over the next 20 years. Therefore, it will need to consider not only the current waste stream but reasonable projections of how that waste stream with change, such as the increases in waste related to alternate energy sources (i.e., solar, electrification of vehicles, wind power). It will chart the course for how waste is managed, as well as allow the State to address specific waste issues as they arise.
