Specifications include, but are not limited to: A. Review Relevant Supporting Documentation - The awarded Offeror shall familiarize themselves with the relevant supporting documentation and statutory requirements for successful implementation of this project. This includes, but may not be limited to, the following: • Hawaii Revised Statutes (HRS) §342G Part VIII: Deposit Beverage Container Program; 6 • HAR Chapter 11-282, Deposit Beverage Container Recycling; • 2007 Segregated Rate Statistical Analysis and Technical Assistance Final Report; • 2023 Evaluation of the Current Handling Fees Paid to Certified Redemption Centers; and • Any other relevant report, study, or data that OSWM deems relevant prior to conducting the studies. B. Project Schedule - The awarded Offeror shall develop a draft Project Schedule to identify milestones and deliverables necessary for successful implementation of this project. The draft Project Schedule shall also identify travel dates and estimated travel times (if relevant) and incorporate other deliverables as necessary. The awarded Offeror shall also identify potential sampling locations and the relevant permissions necessary to visit the sampling locations. OSWM and the awarded Offeror shall review the draft Project Schedule during the Kick-off Meeting, and OSWM’s revisions and comments shall be incorporated into the final Project Schedule prior to the next Monthly Update Meeting. The final Project Schedule may be amended upon mutual agreement between OSWM and the awarded Offeror throughout the project period, if necessary. C. Kick-off Meeting No later than four (4) weeks after contract execution, the awarded Offeror shall schedule a kickoff meeting with OSWM (virtual or in-person, upon mutual agreement between OSWM and the awarded Offeror). OSWM and the awarded Offeror shall discuss expectations, action plans, project requirements, logistics planning based on the nature of this statewide project, any potential bottlenecks, and the draft Project Schedule.
