Specifications include, but are not limited to: The purpose of this RFP is to enter into a contract to provide: a qualified consultant or firm to facilitate the Great Salt Lake Salinity Advisory Committee (SAC) Phase II. It is anticipated that this RFP will result in a single contract award to the responsive and responsible offeror with the highest score justified by the procurement code. The contractor is required to comply with the following expectations and complete the following tasks: Coordinate Final Project Negotiations with FFSL - Assess the current status of the SAC members and the progress made during the initial 2019-2024 contract period; Develop a schedule and annual performance goals of the SAC; Inform and invite the SAC to a minimum of two meetings each year; Plan, prepare and facilitate each SAC meeting; Prepare and submit an annual report to include progress and process recommendations regarding the SAC. Outline of this "annual report” will be mutually agreed to before finalizing the contract. Incorporate Existing Information - In order to fully understand the continued purpose and need of the SAC, the physical properties of the lake, and the complex ecological and economic balance, an understanding of the following documents is necessary: State statutes, rules and policies; Public Trust Doctrine; Great Salt Lake Comprehensive Management Plan and Elevation Matrix
