Specifications include, but are not limited to: The City of Danbury seeks to replace the Utility Billing Modules in its current platform with a fully integrated, comprehensive utility billing system. Specifically, the requested services include, but are not limited to the following: System Functional Requirements 1. General functionality of solution shall include the following requirements: a. User-friendly, browser-based user interface. b. Role-based access and security levels c. Provide system administration including the ability to change or update field values within the system, and have administrative control over user groups, roles, and various levels of permissions. d. Provide North American based technical support for software and hardware between 7:00am and 7:00pm Eastern Standard Time Monday through Friday. e. Provide a true Point of Sale system which enables City Staff to collect multiple payment tenders and print receipts using the City’s existing receipt printers. f. Product should link address and parcel including stacked parcels. g. Complies with PCI-DSS and PII Protection requirements. h. Must comply with Connecticut codes for taxation of services. i. Provide ability for City to create, edit and remove specific codes used throughout the platform (i.e., location codes, rate codes, property codes, service order codes, etc.) j. Provide Audit Tracing for all fields, to enable the City to troubleshoot errors and track data entry changes as needed. k. Must include Multi Factor Authentication for log in. 2. Customer account and location management requirements: a. Provide ability to enforce business rules on all system transactions so that user errors can be minimized. b. Allow for documents (photos, letters, etc.) to be attached to an account and viewable by authorized system users. c. Support an unlimited number of customer accounts. d. Product should track customer classification and type of services provided. e. Provide ability to view all customer account activity in one location, including, but not limited to, reading history, billing history, payment history, notes, etc. f. Provide ability to define, add, change, and delete an unlimited number of account types
