Specifications include, but are not limited to: The Contractor agrees to provide to the Department of Water Resources (DWR), Medical Oversight services for a maximum of 230 Automated External Defibrillators (AED) as described, herein complying with California Health and Safety Code 1797.196. The Contractor must be an authorized Zoll distributer and provide: 1. Medical Direction – Medical Director services of a licensed physician or surgeon who must be responsible for independent review, oversight, and guidance of DWR’s AED Program. 2. An online tracking system of AED quarterly inspections (inspection is performed by DWR’s Site Coordinator or designee), supply expirations, and First Aid/AED/CPR trained and certified lay rescuers (emergency responders). The Contractor must allow Contract Manager administrative rights to add, edit, or delete all information pertaining to AED’s and Site Coordinators or designees. The online tracking system must offer the ability to pull reports and compliance data by the Contract Manager. The system must have the ability to communicate with AED units via WiFi for completion of routine readiness checks. The system must have the capability to allow online access by multiple parties at any given time. The system must have the capability to allow DWR’s Contract Manager to assign multiple AED Site Coordinators for each location. The system must contain an automatic reminder tool to aid in the completion of inspections and supply replacements. 3. The online tracking system must be accessible and available to DWR’s Contract Manager, AED Site Coordinator, and/or designees during a contract modification, if necessary. 4. User Guides and resources available to DWR’s Contract Manager, AED Site Coordinators and/or designees. 5. Training via in-person, email, conference call, Zoom, or Microsoft Teams with DWR’s Contract Manager, and when needed, for new AED Site Coordinators or upper management. 6. All supply replacements which include batteries, adult electrode pads, and ready kits for Zoll brand AED units. For Zoll AED units (up to 230 units), the supplies must be manufactured by ZOLL Medical Corporation or must be fully functional and equivalent to the manufacturers’ supplies. The Contractor is responsible for the ordering and the delivery of all supplies to the location of the AED. The Contractor must provide a statement of expenditures for the above-mentioned supplies to DWR’s Contract Manager after each purchase and upon request. 7. An online Event Summary form, procedure, and IT equipment needed to pull data from the AED units which DWR’s AED Site Coordinator or designee must use to report all incidents involving the use of AED equipment located within DWR. 8. Post Incident - Within twenty-four hours after the use of an AED unit, the Contractor will be available to support AED Site Coordinators in retrieving AED Incident Data from the used AED unit to the Contract Manager or designee. 9. Perform a Post-Incident Analysis of the event for quality control to ensure the Internal Emergency Response Plan and the CPR and AED training standards were followed. A report of this analysis is to be communicated to DWR’s Contract Manager. 10. Manufacturer and Federal Drug Administration recall monitoring and notify DWR Contract Manager of any issues. 11. Assistance with software upgrades and customer service issues.
