Specifications include, but are not limited to: Prepare the Facilities and Administrative Cost Rate Proposal and Negotiate Rates for the South Dakota School of Mines and Technology (SD Mines). 3.1 Assist SD Mines in all phases of the F&A rate calculations and negotiations that are currently due to be submitted to the Department of Health and Human Services (DHHS) on or before December 31, 2018. The focus of the contractor’s efforts should be on developing and maximizing an F&A rate for SD Mines supportable in negotiations with DHHS. 3.2 Prepare a space survey for SD Mines with assistance from SD Mines. With the capping of administrative rates, space related costs represent the potential for increase. In order to support the rate, we will need a defensible space survey. The Contractor shall prepare and evaluate the survey to determine if it is adequate to support the rate calculation and negotiation. This task should be completed first in order to allow time to make corrections, if necessary
