Specifications include, but are not limited to: Illicit discharge assessment and elimination should be performed in eleven towns as a basic step toward improving water quality. The proposed project will locate and characterize contaminant sources and initiate correction of bacterial, nutrient, and hazardous material discharges to receiving waters in these towns. The geographic scope (the “study area”) of the proposed illicit discharge project includes the urbanized areas of each Town as documented in the April, May and July 2017 Williams-SaxtonsLower Connecticut River Stormwater Infrastructure Mapping Reports for Chester, Dummerston, Grafton, Guilford, Jamaica, Londonderry & Magic Mt Ski Area, Marlboro, Newfane, Peru & Bromley Mt Ski Area, Putney, Rockingham, Townshend, Vernon, Wardsboro, Westminster, Weston and Winhall2 . Maps showing the minimum limits to the scope of testing in these towns are shown in the reports. There is a total of about 241 outfalls in all the above towns.
