Specifications include, but are not limited to: Proposals are being solicited to the support primary rape prevention/education services in the state of Delaware. The scope of the RPE program is state-wide, however, individual activities can be developed to target at risk populations and delivered through community centers, schools, and faith based organizations. Bidders may submit a proposal for one or more of the targeted areas or prevention components or they may submit a proposal for the entire project. Bidders must clearly define which area(s) they are submitting a proposal for. DPH reserves the right to select more than one bidder for this RFP. Services that the successful contractor will provide should include the following: Rape Prevention Education Services: 1. Develop and implement primary prevention programs to strengthen individual knowledge and skills, increasing individuals capacity for preventing sexual violence. The implementation would include the 11 development of performance measures and milestones toward completion of the program. 2. Develop and implement community-based education programs for Delawareans to improve safety within a community and support societal norms against sexual assault. Identify high risk and underserved populations for targeted emphasis. The implementation would include the development of performance measures and milestones toward completion of the program. 3. Develop and implement a media campaign to address societal behaviors around sexual assault and promote community norms of safe behaviors and healthy relationships. The implementation would include the development of performance measures and milestones toward completion of the program. 4. Prepare and present culturally competent training programs and culturally competent educational materials. 5. Coordinate activities with the Division of Public Health and the Sexual Assault Network of Delaware Coalition in support of the sexual assault prevention state plan.
