Specifications include, but are not limited to: The CAMHD, hereby solicits Proposals from qualified Applicants with an interest in providing treatment services to youth with severe behavioral and mental health needs. The purpose of this RFP is to procure specific integrated mental health and substance use services that are delivered to youth in their home environments or on an out-patient basis to meet the needs of the population. Specifically, the CAMHD is soliciting Proposals from Applicants that are able to ensure the capacity to provide timely, consistent, responsive, and effective mental health services for one (1) or more of the following services: A. Transitional Family Home (TFH) TFH is an intensive, short-term community-based treatment service provided in a family home setting for youth with emotional and behavioral challenges. TFH provide a normative, community-based environment with therapeutic parental supervision, home structure, and support for youth capable of demonstrating growth in such a setting. TFH provides a supportive platform for family therapy and treatment to occur with the goal of reuniting youth with their original family or other longer-term family home. The youth are generally capable of attending their home school or an alternative community educational or vocational program. TFH may also be beneficial for youth in transition from a more restrictive placement as TFH offers a family-like orientation. TFH is provided in a licensed residence for up to eight (8) months. B. Therapeutic Respite Home (TRH) TRH provides short-term care and supervision for youth with emotional and/or behavioral challenges in a supportive environment as a planned part of their treatment. TRH provides structured relief to the youth to prevent disruptions in the regular living arrangement. The goal of TRH services is to provide rest and relief to the youth and to help the youth achieve their highest level of functioning. TRH is provided in a licensed TFH residence for up to twelve (12) days over six (6) months. C. Therapeutic Crisis Home (TCH) TCH provides short-term crisis stabilization interventions in a safe, structured setting for youth experiencing acute stress that significantly impairs their capacity to cope with normal life circumstances in their natural setting. TCH is provided in a licensed TFH residence for up to seven (7) days.
