The Division of Water is required by Federal Regulation (40 CFR 142.10(b) (3)) to have a State Principal Laboratory capable of analyzing every contaminant included in the drinking water regulations. The State of Kentucky has two Principal Laboratories for the analysis of drinking water samples: the Environmental Services Branch of the Division of Environmental Program Support and Morehead State University. Neither laboratory has the capacity to perform certified analysis for Decachlorobiphenyls (PCB) by the U.S. Environmental Protection Agency's (EPA) approved Method. To maintain primacy, and federal grant funding, the Division of Water needs to secure the services of a laboratory certified by EPA, or it's certifying authority, to perform the following Drinking Water Parameters and Analytical Method: PCBs (reported as Decachlorobiphenyls) (EPA approved method 508A).
