Specifications include, but are not limited to: a. Cost estimating/ cost control i. The consultant must possess in-depth knowledge and experience of current market conditions, materials, and labor costs in the greater El Paso area. ii. The consultant must have in-house capabilities to provide detailed and accurate cost estimates at different stages of the work, and for various purposes, such as analysis of alternatives. iii. The consultant must employ expert construction negotiators who can successfully resolve potential claims from contractors or other consulting firms. iv. The consultant is expected to provide constructability reviews, value engineering, and associated costsaving strategies during all phases of the work. b. Procurement i. The selected firm will assist CISD and its consultants in developing bidding strategies in response to market conditions, considering other ongoing work, material, labor availability, or other market dynamics. ii. The consultant will assist CISD in evaluating proposals, making recommendations, and ensuring best-value options for individual projects are recommended for approval by the Board of Trustees. iii. The consultant must provide a detailed analysis to describe differences between final estimates and bidders’ prices. c. Construction i. The selected firm must employ and provide qualified, experienced construction managers capable of representing CISD’s best interests; the construction manager(s) shall coordinate contractors, design professionals, vendors, district staff, authorities having jurisdiction over the projects, and others.
