Specifications include, but are not limited to: The primary purpose of this RFP is to provide the Minnesota Department of Corrections (DOC) with sufficient information in their responses to select a viable vendor to evaluate the validity and reliability of the Level of Service Case Management Inventory (LS/CMI) risk and needs assessment currently used by the Minnesota on adult clients and provide recommendations for any necessary changes to the tool and the supporting supervision standards. With guidance and support from the U.S. Department of Justice’s Office of Justice Programs’ Bureau of Justice Assistance, The Council of State Governments Justice Center has worked with a group of researchers, practitioners, and policymakers to develop practical guidelines that advise criminal justice agencies on the use of risk and needs assessments. Thus, DOC’s vision is to adopt the 13 National Guidelines for Post-Conviction Risk and Needs Assessments. This enables the DOC to continue serving its overarching mission “to increase community safety, support victims and survivors, and assist individuals and families in achieving long-term positive change.” Please refer to the project companion guide for further detail on the guidelines.
