The Tulare County Resource Management Agency (County) has received federal authorization through the Federal Emergency Management Agency (FEMA) to proceed with developing the necessary Hydrologic & Hydraulic (H&H) Studies at – Coy Flat Drive Culvert crossing, Mariposa Drive Culvert crossing, Ferguson Drive Culvert crossing, Avenue 168 at Deep Creek Culvert crossing, Road 184 at White River Culvert crossing, and Road 156 over White River Culvert crossing (see Vicinity Map – Attachment A). The County is issuing this Request for Proposal (RFP) to select a consultant to provide hydraulics/hydrology engineering services to assist with assessing damage to structures/culverts within the County. Services to be performed include, but are not limited to, project management, performing field reviews, performing hydraulic and hydrologic studies of rivers/creeks for structures, scour analysis, flood remediation, and design of erosion control features. Work may consist of sizing roadside ditches to capture the drainage such that any project (consisting of new standard roadways and shoulders) does not create any additional run-off into parcels adjacent to the road, hydraulic design for sizing of various types of drainage structures (bridges/pipes/culverts/drains), defining road grade requirements across flood plains to define the most practical design for hydraulic related issues, and designing adequate scour protection countermeasures needed for bank/slope protection in/around waterways.
