Specifications include, but are not limited to: • Provide general CDBG program administration services and CDBG technical support; • Ensure all files that are active and those subject to audit have the proper documentation per HUD regulations; • Review and respond to HUD-related correspondence; • Review and prepare all CDBG/HUD reports (e.g., prevailing wage, minority contractor and Section 3 reports), including Federal Funding Accountability and Transparency Act (FFATA) reporting • Review, report and advise on proposed legislation and/or regulations that impact the City's use of CDBG funds; • Undertake annual on-site monitoring of nonprofits, subrecipients, including capital improvement projects (CIP) executed by other City Departments that receive CDBG funds to ensure program compliance; • Update HUD's Integrated Disbursement and Information System (IDIS) with all relevant quarterly data from funded entities and any available year-end data; • Responsibility for all IDIS entry, reporting and set-up for activities and drawdowns according to HUD timelines; • Prepare drawdowns utilizing the IDIS program and reconciling of financial records; • Prepare National Environmental Protection Act (NEPA) and California Environmental Quality Act (CEQA) documents for all project/program files
