Specifications include, but are not limited to: The City places quality above quantity when it comes to damage prevention and locating underground utilities. The contractor shall perform locating and marking services on behalf of the City. Locating practices must comply with all City ordinances, policies, & best practices; CGA Best Practices and Missouri state statutes. All markings by the contractor shall be in compliance with the American Public Works Association (APWA) standards. CGA (Common Ground Alliance) best practices shall be utilized by the contractor in locating and marking all City owned underground infrastructure. The contractor shall take photographs of each locate and upload into the 811 sites. The contractor shall document all information regarding the locate on the locate ticket. The contractor shall provide positive response for each locate ticket to the appropriate 811 Center. The contractor shall understand, typically these requests shall affect an average of 2.5 City owned utilities per request and shall be completed at an average rate of 2,500 linear feet per eight (8) man hours. In the event that unlocatable facilities are encountered, the City shall provide one (1) locate technician liaison to help the contractor determine the most accurate method of marking said facility. During the contract, contractor locate technicians must only locate City owned facilities and shall not conduct any business for another entity. The contractor shall be responsible for locating routine, renewal, no-response and/or refresh locate requests. The contractor shall not be required to respond to any emergency or dig up notifications. Locate requests of this nature are generally large, multiple address tickets, up to 1,500’ within the City limits and up to 1 mile outside of the City limits. All utility damages shall be investigated by City staff unless otherwise specified. The contractor must agree to receive transmittals directly from the Missouri One-Call System for the dispatching of requests. No additional cost for this receiving service shall be incurred by the City. The City shall provide the contractor with an electronic device for access to their electronic maps of their underground infrastructure. The contractor must provide the necessary (standard) equipment, tools, vehicles, and personnel to adequately respond to and mark each locate request. The City will provide the contractor with the following tools and supplies: • Access to One Call Concepts, locator ticket management system • Colored paint and City branded utility flags • Small tools necessary to open underground access points
