Specifications include, but are not limited to: Department of Health’s Fruit and Vegetable Incentives Program (FVIP) provides people who use Supplemental Nutrition Assistance Program (SNAP) benefits with extra money (“incentives”) to purchase fruits and vegetables (F/V). DOH is partnering with the Department of Social and Health Services (DSHS), the agency that administers SNAP benefits in Washington, to implement a federal grant from the U.S. Department of Agriculture called the Electronic Healthy Incentives Project (eHIP). The eHIP grant will allow DOH/DSHS to implement a pilot program that puts incentives onto the state’s SNAP electronic benefit transfer (EBT) card, enabling retail locations to automatically offer incentives rather than relying on paper coupons, which has been a significant limiting factor in program expansion to more retail locations. Seventeen retail locations will participate in the pilot program, including grocery stores and farmers who sell at farmers markets. Special consideration was given to applications that prioritized models that ensure incentives reach marginalized and/or high food insecure communities. Seattle has the highest number of SNAP customers in the state of Washington.
