The selected vendor will be required to assure they are capable of safely and effectively serving approximately 150 to 240 consumers (or families) with the ability to expand based on program growth. Staff employed must meet or be capable of meeting training and competency standards as defined under DHS 90. The ability to engage consumers in a recovery oriented and trauma informed framework will be essential. Ongoing documentation of staff training and work performed will be required and must meet qualitative standards as defined under MA rules. An organized and meaningful QA/QI and outcomes measurement program must be employed and all other provisions of service specified under Chapter 51, Wis. Stats, HFS 83 and related administrative rules (including upholding client rights and assuring least restrictive approaches) will be required. See attached Scopes of Work for additional requirements.
